Chers adhérents,

Nous avons l’immense plaisir de vous annoncer que l’Union Syndicale Luxembourg a remporté les élections sociales à la Cour des comptes.

Nos candidats y occuperont 8 sièges de titulaires sur 8 et 4 de suppléants sur 8.

Le bureau du Comité du personnel a été désigné ce 1er juillet :

Nos plus vives félicitations à la délégation USL de la Cour des comptes qui, au travers de ce mandat de confiance incontestable de la part du personnel, saura sans l’ombre d’un doute en faire un excellent usage pour faire progresser les dossiers relatifs à la Fonction publique européenne qui les intéressent au premier degré, notamment : le coût de la vie, le déroulement des carrières, la préservation du régime des pensions, les Agents contractuels et une meilleure conciliation de la vie professionnelle et privée.

I joined the Court in 2013 but I have worked for 10 years in the Commission (Publications Office) and before that 6 years in the EC Delegation in Latvia. I work in the CEAD chamber PUB and I am responsible officer for the publication of the ECA reports. For me the Staff committee is an important body to ensure the link between the management. I think that somewhat more transparency and democracy could be of advantage for the ECA as an institution.
BLIONI Ioanna
AST GR CEAD PS
Greek – Assistant AQC, CEAD. Responsible for the communication with DG BUDG, the overall organisation of AR/SRs adversarial procedure, providing support in adversarial meetings. Motivated and hard-working SC member since 2012 (Joint Committee, Joint Committee on Professional Training, Joint Committee on Promotions, Reform WG). Building transparent relations with the Administration, based on mutual trust is key for promoting the Staff’s interests.

I joined the Court as a translator in 2008 but since 2011 I have been working as an auditor specialising in performance audit of the EU institutions. I believe that we should work hard to be heard before any decision touching us is taken. We have to make sure that the Court’s reform brings improvement and does not lead to further downgrading of our working conditions.

German, auditor, AD 11, at the Court since 2000, joined the SC in 2013, currently member of the SC’s board and SC representative in the management committee of the sickness insurance scheme,”Le comité et l’administration sont pacsés-avec les années l’amour est passé mais la passion persiste-, et ce qui nous tient ensemble c’est le personnel, sauf que nous faisons davantage confiance dans sa maturité.“

Having joined the court in 2007, I am currently working as assistant in the field of translation. My goals are to promote mobility and career prospects at AST level, training and gender equality within the Court, a good balance between professional and private life(propose more flexible rules for teleworking ,encourage modern working arrangements for AST’s) as well as to represent the interests of parents whose children attend Lux 2 in Mamer.

Board Member of ECA Staff Committee 2012-15. Member of U.S. Delegation in ECA 2002-15. Experience based on 3 mandates in ECA’s Staff Committee. Special areas of expertise in SC work:

• Staff Regulations and its reforms (Comité du Statut 2012-15 & 2001-04),
• ECA Reform (Member of SC’s reform task force)
• European Schools and CPE (two children in ES & CPE)
• ECA Working time arrangements
• Careers & promotions; blocage des carrières AD12/AST9; pensions

As regards the ongoing ECA reform, many colleagues feel unsecure about it, which needs to be taken seriously. The Court’s only real resource is its Staff. The Court should strive to provide its staff the same possibilities as other EU institutions, in all keys areas !! Therefore, we must ensure that our SC brings together all the experience we have from defending the ECA Staff.

As an auditor successively working in Chamber II, Presidency, CEAD and Chamber I, I have gained a sound knowledge of the Court organisation.

Chairman of the 2012-2015 Staff Committee, I continuously ensured the impartiality, proactiveness and efficiency of the Staff Committee work. 2012-2015 Staff Committee delivered around 20 opinions to advise Management decisions and introduced a new practise in regularly meeting the Members of the Court. It also gained significant improvements for the Staff, such as new flexitime rules without “plage fixe” on Friday afternoon and the set-up of a teleworking scheme.

If elected, my first proposal will be to launch an independent staff satisfaction survey.

Agent contractuel, j’aimerais investir toutes mes capacités en vue d’une défense efficace de la fonction publique européenne, et ceci au quotidien. Je suis un des plus jeunes agents de la Cour des comptes, ce qui me permet d’avoir un regard nouveau et ouvert sur le fonctionnement et l’administration de notre Institution.

I have been working for ECA as an auditor since 2002.
Why do I run now?
The reform will materially change the way we work. I believe in change as an opportunity and if elected will contribute constructively to make the best out of the reform for the work of the Court and … for our work and us, the staff. I would do my very best to protect your interests. I will be here to hear your concerns and raise them when appropriate and hopefully achieve some changes/improvements.

I’m a translator in the English section and joined the ECA in 2009 after many years in the private sector, where I gained some experience of staff committee work. I’m a firm believer in Europe and its social values, and consider that a committed and diverse Staff Committee is essential at a time of tough challenges and critical change.
Traductrice (section anglaise), je suis à la Cour depuis 2009, après de nombreuses années dans le secteur privé, où j’ai participé au travail d’un CdP. Les valeurs sociales de l’Europe sont importantes pour moi et je considère qu’un comité actif et représentatif profitera à
toute l’organisation pendant cette période de changements critiques.

As auditor at the Court and with wide experience from several EU-institutions, I’ve gained an understanding of what really matters in being staff-member. With private sector auditor background as Authorised Public Accountant in Sweden and as staff representative, I believe that in organising ourselves we can make a difference. Let’s turn the reform of the court to our advantage and create a better work-life balance and transparency. Together we are stronger!
