A FEW GOOD REASONS TO TAKE ACTION NOW !!!

1. Major problems with the new system

As Union Syndicale Luxembourg pointed out last year, the new promotion system presents significant disadvantages compared to the points system in force until 2011.

In particular :

- The promotion thresholds and the guarantees that they offered have disappeared

- A comparison of merit on the basis of promotion points is no longer possible

- It has become more difficult to assess and reward merit in the long term

- Appraisal reports have become relatively meaningless and promotion is at the discretion of the hierarchy

 

2. The way the promotion lists are established in the different Directorates General

The lists will be drawn up by the Directors General after a meeting with their Directors.

Staff representatives will get to see them afterwards during meetings with the different Directors General. 

These meetings will take place in the period 19 May – 11 June 2014.

In case of problems, we advise you to get in touch with the staff representatives in the Promotion Committees (see the list on the Local Staff Committee website).


3. If you find yourself in (a combination of) the following situations, Union Syndicale Luxembourg advises you to submit an appeal as soon as the lists are published

- You are not on the list

- In your last appraisal report you were rated as "very good" or even "excellent" as regards your ability and/or efficiency

- You were close to the promotion threshold in 2011 (at -12 points or less)

- You have been in your present grade for longer than the average period on the basis of the promotion rates of Annex IB of the Staff Regulations (ex. : a percentage of 33% means an average of three years in that grade)

- You have received no convincing explanation why you're not on the list

- You have been promoted at a slower than average rhythm in the past (slow career profile)

- Your merits are comparable to those of colleagues who are on the list

- You have other objective reasons to expect promotion

If you feel that you have a legitimate expectation to be promoted this year, appeal to the Promotion Committee !!!

But first consult your representatives in the Promotion Committees
